This style is most related to magazine illustrations of the 30's - 60's in the golden age of American Illustration. It is for when you need a specific idea to both come alive and be conveyed clearly. Usually it is focused on a specific subject or setting or dealing with people, animals or objects that is then supported by secondary design elements to reinforce the idea or theme. This style is often best used to tell a story or imply a narrative.
